National Agency for Employment and Ability Soon in Function

TIRANA, July 4

The Ministry of Finances has prepared some changes regarding the strategy of employment of the population. The changes that are open for discussion plan the formation of the National Agency for Employment and Ability (NAEA). This agency will function as an institution responsible for the administration, surveillance and the implementation of the politics of employment.

Based on a plan of the Human Resources to develop their capacities in line with their functions and roles, this agency will modernize the work offices, the system of the employment services, the program of the employment and the administration of the professional high schools and centers of the formation and professional training.

The development of the capacities of the staff of the NAEA will be funded by the allocated budget in accordance with the functions of the responsible institution for the implementation of employment politics. The staff of this agency will create a national database for the Unions, the Organization of the Employers, the collective agreements accessed by: the National Service of Employment, NAEA, the Labor Inspectorate, and the social partners.

Also, the creation of the National Agency for Employment and Ability, aims at the formation of a state network and offices of mediation, the reconciliation for the implementation of the role and responsibilities based on the respective decisions of the Council of Ministers, the organization of the awareness campaigns for social partners regarding the legislation of labor, the creation of the IT system for the registration of all collective disagreements of work on a central and regional level.
