TIRANA, July 25
The Competition Authority has started a few months ago an investigation into the market of taxis, because of the complaints received regarding the activity of some operators in this field. But it seems that the advancement of the investigation was impossible, where the responsible institutions that should have sent information to this authority, they have either done it late or it is expected to be sent. In a decision of a few days ago, the Competition Authority (CA) announced that the report is expected to come out no later than 14 October 2019.
But, the CA has said in its official statement that the remaining time and lack of requested information is insufficient for the processing, estimation and carrying out the analysis of the enterprises in the market of road transport regarding the taxis (4+1), in the city of Tirana, making it impossible the completion of procedures, and submitting the report before the deadline, defined in the decision of the Competition Authority, Nr. 609, date 10 April 2019.
The complaints from the customers are related to the fees set by the drivers of the taxis in the capital city. The preliminary investigation includes the period from January 1st, 2018 until 31st March 2019. At the core of the investigation will be the estimation of the market to see whether there are signals of the restriction of competition. On the general insight, the CA has assessed previously that even though it exists a base price of Lek250 for the first 1.5 km, the companies that operate taxis could calibrate the taximeter with lower fees. But it results that almost all operators apply the same base price.
