The Commission of Producing Activity, Trade and Environment reviewed today the draft law on the “Processing, Transporting and Trading oil, gas and their sub-products”. This draft law aims to guarantee and ensure the right protection of final consumers through a special structure that will be established at the Ministry of Economic Development. Present in the meeting of the Commission were the General Secretary at the Ministry of Energy and Industry Koli Bele, and Zamir Stefani, General Director of the Privatization at the Ministry of Economic Development, Tourism, Trade and Entrepreneurship.
The General Secretary Koli Bele presented the draft law and stressed that this law aims to control the hydrocarbons market in the country through continuous inspections. “It is considered that the new inspectorate that will be established at the Ministry of Economic Development will conduct market surveillance and will also have a controlling role in whole sale and retail points in order to guarantee the customers’ protection.
The relation accompanying the draft law explains that some of its acts foresee a transitional disposition that allows the responsible state inspectorate to exercise the functions of inspecting on standards compliance and state regulations on oil and its by – products control, that are traded by the subjects defined in the act 15 and 16 of this law, in order to protect customers’ rights until the establishment of the responsible structure on market surveillance at the Ministry of Economic Development, due to the fact that this structure is not established yet.
