A new code on the Albanian railway drafted by the Ministry of Transports and Infrastructure that aims at revitalising and opening the sector has been submitted to the Parliament. It is expected to be voted at the beginning of this parliamentary session.
Based on the explanatory report, the draft-law will focus on the development and improvement of safety in this sector. Moreover, it plans to offer market access by establishing authorities on railway safety, regulation, licensing and one for rail accident investigation.
The draft law, which is based on national strategic documents, aims at boosting the efficiency of the sector and its integration in the regional and trans-European rail network.
The improvement of rail transportation is expected to have a positive impact on employment and economic development. Hence, the priority of this project is to link the Albanian ports. Currently, the Albanian railway is linked to the port of Durres and one of the main objectives is to connect it with the ports of Vlora and Shengjin. Meanwhile, Tirane-Rinas-Durres railway section got financial support from the European Bank for Reconstruction and Development (EBRD).
Another priority highlighted in the draft law is rail connection with Macedonia. Sides from both countries are coordinated in order to start planning attempts for potential connections between Durres and Skopje in the frame of Albania-Macedonia-Bulgaria corridor.
Improvements in the rail network with Montenegro is considered crucial, while future plans foresee a rail connection with Kosovo.
