TIRANA, April 24
Tobacco excise rate it is expected to increase by 11percent by 2021. This is one of the conditions that Albania has to meet in the frame of the EU integration. Based on the report that Albania submitted to the European Commission, the current excise rate per 1,000 cigars is Euro 44. The rate entered into force on January 1st, 2018. According to the above-mentioned hike in the excise duty, the rate is going to reach Euro 48.9 percent in 2021.
Starting 2016 Albania applied an excise duty of Euro 18 per kg of domestic tobacco in order to reduce informality in the Albanian market.
In the meantime, Albania is expected to increase administrative cooperation in the framework of the EU integration. Therefore, double taxation agreement will be signed with Denmark, Cyprus, Lithuania, Portugal, Slovakia, and Finland.
On its part, the European Commission highlights that Albania has not the technical capacity to provide effective information exchange according to the EU standards.
