TIRANA, September 23
The race on Spitalla technical and economic development area will be launched again on December 23 after the previous winners have been disqualified. The Ministry of Economy confirmed this through an official announcement. Based on official data, the bid process in the area of 500 hectares that will be leased for 99 years failed on early 2016, when the Albanian government announced Chinese company Zhejiang Haiteng Investment Co and Bejing Dongrun Tongbao Technology Co as winners. Afterwards, it was concluded that the company wasn’t enough serious for developing the first technological park in Albania.
Spitalla area is located adjacent to Durres Port, which is the largest and most important port in Albania, 30 km away from Mother Teresa Airport and 37 km away from capital city Tirana.
The required insurance value for this bid is Lek 15,000,000. The criteria being used for the bid assessment consist of 25 points for environmental impact, ten points for social impact, 15 points for the time of implementation, ten points for the financial capacity and 40 points for the business plan.
The international bid on Spitalla technical and economic development area was launched in June 2015. The Albanian government’s goal was to attract over Euro one billion investments, but only two companies submitted their bids by the end of October.
