Within 2020, the Albanian government seeks to invest about EUR 500 million in the energy system based on a strategy which aims to recover the sector, liberalize the market and reduce the informality.
The government has started implementing a package of measures also known as the “national strategy on the energy sector” which aims to minimize losses in the network at their lowest level within 2020. The strategy also foresees there will be more investments in the distribution and supply energy sectors compared to others.
Based on this strategy, the government aims to establish a public-private partnership with private businesses which will invest in this sector and has shown optimism signs especially after huge investments such as TAP and the construction of three hydropower plants in Devoll river. These investments are estimated to reach a value of EUR 1.8 billion.
Governmental investments in this sector so far (EUR 110 million) have been supported by a World Bank loan. Two undergoing ambitious projects are the establishment of intelligent metering and the reconstruction of electrical energy substations. The national strategy for the energy sector also predicts the establishment of the interconnection line between Albania, Kosovo and Macedonia. It is expected the Albania-Kosovo interconnection line to finalize within April 2016.
