The General Director of Albanian Customs, Elisa Spiropali, spoke in a press conference about the new Custom Code, stressing that the institution she is in charge of aims to ease and clarify procedures for businesses.
“The new Custom Code was not a task of Brusselles but has been compiled as a necessity to improve the relations between the administration of Albanian Customs and businesses, inspired by our vision and goals we have set to achieve. We have to change the mentality and define new initiatives that will help businesses in creating a fair and symmetric relation with Customs’ administration,” declared Spiropali.
As main objectives of the institution she heads, Spiropali mentioned the simplification and easing of rules and Customs’ procedures in order to meet and comply with the latest developments in international market and economic operators’ needs.
AEO is a novelty of the new Custom Code, a new platform which will allow businesses to apply “centralized clearance” procedure, allowing them to submit customs declarations and pay liabilities from their registered offices. Despite that, businesses that will be included in the AEO platform will be allowed to move their merchandise while being in warehouses and to benefit from the delay of payments.
Another facility provided for reliable businesses which will meet the criteria set to become part of AEO is that their merchandise will be considered released for free circulation at the moment when an economic operator submits the customs declaration, without having to submit all the amount of merchandise. These procedures, added Spiropali, aim to reduce costs for businesses and enhance legal security for economic operators.
