The Council of Ministers adopted on Friday a package of legal changes that exclude individuals or economic operators convicted for a series of serious criminal offenses linked to organized crime, trafficking, terrorism, and corruption from benefiting public procurements.
βThanks to this package and to the measures that will get into effect, this category of individuals, commercial companies and shareholders, or their representatives will be banned from benefiting from the Albanian taxpayers or receiving financial support from public funds for exercising their profitable activity,β Minister of Justice Etilda Gjoni said in a press conference.
The existing law defines that only convicted physical and juridical individuals are excluded from bid procedures.
The changes to the law are in full compliance with the European Union (EU) directives.
Therefore, no company will benefit public tenders or concessions if anyone involved such as administrators, partners, shareholders, or legal representatives that have a criminal record.
The same law will apply to the subjects or individuals that will require to obtain the strategic investor status or financial backing in the tourism sector.
