Construction and exploitation of renewable energy sources with an installed capacity over 2MW, with a value of an investment over Euro 100 million will be excluded from the procedures for the granting of concessionary or private-public partnerships.
A new draft law submitted to the Parliament paves way for accelerating permit granting processes, Scan TV reported on Friday.
According to the draft law, the construction of HPPs and thermal power stations with an installed capacity over 2MW will be scrutinized in a different way compared to the actual law, which requires following the procedures for the granting of a concessionary contract.
According to the draft-law report, the Albanian energy sector requires the construction of new energy generating objects, but the law defines long procedures for contract approval.
Moreover, the report highlights that this exception to the law will help to attract strategic foreign and domestic investments. So far, there have been cases of potential investors interested in the power sectors that hesitated because of the law, which defines a period of time longer than two years for completing a concessionary contract.
