TIRANA, July 18
The Ministry of Tourism and Environment has approved the rule, regarding the procedure of rating of the accommodating facilities with 4 and 5 stars, which are a carrier of a registered trademark and known internationally as a ‘brand name’. Referred to the order, the entrepreneur to become part of the process of the classification, should fulfill the below criteria:
- Should have invested in the construction of an accommodating structure, respecting the criteria of the accommodating structures with 4 and 5 stars
- To have signed a valid contract, with an operator of the accommodating structures with 4 or 5 stars, which is a carrier of a registered trademark and known internationally as a ‘brand name’
The procedure of the classification of the accommodating facilities with 4 or 5 stars, is subject to three phases:
- The first phase includes the process of self-declaration of the tourist entrepreneur, which consists of the completion of the form of self-declaration, and submitting the relevant documentation
- The second phase, includes the verification in the terrain of the data of the self-declaration and the preparation of the report, from the workgroup created by the order of the minister
- The third phase includes the reviewing of the documentation and the report of the verification, from the Commission of Standardization of Tourist Activities.
The Commission of Standardization within 60 days, from the day of submitting the request, the form of self-declaration, documentation and after drafting the verification report, reviews and estimates the documents and the data for the fulfillment of requested criteria, for the classification of the accommodating structures.
After submitting the request, from the subject of the Commission of Standardization, within 3 days, from the day of submitting the request, notifies the workgroup created by the order of minister, for the verification in terrain for the fulfillment of criteria. The process of verification in terrain for the fulfillment of criteria from the tourist entrepreneur should finish within 20 days, from the day of the notification of the Commission of Standardization.
At the end of the verification process, the workgroup composes a summary report, for the verification done and it submits to the Commission of Standardization within 5 days, from the day of the completion of the verification process.
At the end of the reviewing and assessment process, the Commission takes a decision and it relays to the Ministry for approval for:
- The release of the certificate of the classification, which defines the relevant level of the accommodating structure, if it is with 4 or 5 stars
2. The refuse of the request for a certificate of the classification
The Commission within 10 days, from the day of the approval from the minister for the definition of the classification level, notifies the applicant for the approval of the classification level. Certificate of classification is signed by the minister, and it is valid for 4 years, with allowance to renew it. The tariffs for the classification level for the hotels are from Lek 4.000-Lek 100.000 (which is the maximal fee for a hotel). Whereas, for resorts the tariffs are from Lek 4.500- Lek 120.000 (which is the maximal fee for a resort).
